Rules and Regulations
Policy title: Rules and Regulations
Version: 1.0
Effective date: 31 October 2026
Last updated: 31 October 2026
Owner: Winart Limited
Status: Draft for in-app display. This is not a formal legal opinion and has not been approved by a lawyer.
Scope
These rules apply to every account, message, profile, voice room, live stream, gift, and wallet action on Winart. They are the enforcement companion to the Terms and Conditions and the Community Guidelines.
Definitions
- Violation means conduct that breaks these rules, whether or not another user has reported it.
- Restriction means a limit on a feature, such as posting, joining a room, or sending gifts, short of closing the whole account.
- Suspension means a temporary block on sign-in or on the features named in the action.
- Termination means a lasting closure of the account.
Violation categories
Identity
Fake accounts, impersonation of a person or of Winart, and misleading verification images are prohibited. You may not share an account or let someone else operate your withdrawal or recharge flow.
Safety and dignity
Harassment, bullying, unwanted contact after a block, threats, hate speech, and discrimination are prohibited. Sexual exploitation, grooming, and sexual content involving anyone under 18 are prohibited and are handled under the Child Safety Policy.
Fraud and manipulation
Scams, fraud, spam, unauthorized advertising, and requests for passwords or verification codes are prohibited. Gift manipulation, wallet manipulation, false payment proofs, reused withdrawal references, Creator Coin abuse, and agency fraud are prohibited. Circumventing a ban, including by a new account created to avoid a termination, is prohibited.
Rooms, streams, and content
Misuse of voice rooms or live streams includes non-consensual intimate activity, instructions for crime, and attempts to keep a session open after the server has removed you. Illegal content and activity are prohibited. Abusive language directed at a person can be a violation even if it does not meet the threshold for a threat.
Platform security
Unauthorized access, probing of other users’ records, client-side attempts to change balances, and interference with moderation records are prohibited.
Severity
Severity is judged from the harm, whether it is repeated, and whether money or a child is involved.
- Low: a first, limited incident such as mild spam or a single abusive remark, with no financial loss and no child-safety issue.
- Medium: repeated harassment, a scam attempt that did not complete, impersonation, or a room disruption.
- High: threats, a completed fraud, wallet or gift manipulation, ban evasion, or a sustained campaign against a person.
- Severe: child sexual exploitation, a credible threat of violence, or a compromise of another person’s account. Severe cases are restricted immediately when the report is credible. They are not published to ordinary users.
Enforcement
Enforcement is proportionate and is written down.
- A report or an admin finding records the category and the target.
- The report status can move from open to in review, and then to resolved or rejected. Only an authorized admin function may make that change. The reporter cannot alter it.
- A low finding may receive a warning.
- A medium finding may receive a temporary restriction.
- A high finding may receive a suspension.
- A severe finding, or a repeated high finding, may receive termination.
- The action and the actor are written to a moderation audit record that clients cannot edit.
Winart does not claim that every report is reviewed by a named employee within a fixed number of hours. The status values exist so a review can be tracked when an authorized reviewer acts.
Appeals
You may submit a grievance in the category for an enforcement appeal. The appeal does not suspend a child-safety restriction while it is considered. A rejected report is not itself a finding against the reporter unless the report was abusive or knowingly false.
User responsibilities
Follow these rules, use the report and block tools instead of retaliating, and do not file knowingly false reports.
Winart responsibilities
Apply these categories consistently, keep enforcement records server-side, and avoid punishing a person solely because they were reported.
Reporting and complaints
Report categories in the app include harassment, bullying, hate speech, sexual exploitation, child safety, scam, fraud, impersonation, threats, violence, spam, illegal content, and other. Use the grievance form if you are appealing an action taken on your account.
